Dutch universities have signed a so-called S2O deal with publisher Annual Reviews. S2O means Subscribe to Open. The journals of this publisher become open access on the basis of subscription fees, which continue to be paid by the University Libraries and other organisations.
The deal with Annual Reviews started this year and runs until 31 December 2025. Scientific authors from Dutch universities and UMCs can publish open access with these two publishers at no extra cost.

The UMCG (being part of the University of Groningen) has the highest percentage of Open Access publications in the Netherlands according to the CWTS Leiden Ranking 2022, which follows the principles for responsible use of university rankings. The high uptake of 87.8 percent can be attributed to the implementation of the Taverne regulations as of May 2021.
